Eleanor C. Jacobs, CPA

Eleanor C. Jacobs, Certified Public Accountant, Certified Fraud Examiner, is a founding partner in a regional certified public accounting and management consulting firm with offices in Allentown and Malvern, PA. The firm's clients, ranging from investment clubs to wealth individuals and various national and international business structures, are located primarily on the east coast. Forensic accounting services are a specialty of Jacobs, Kenneson & Co. which includes litigation support and investigative accounting.

Ms. Jacobs has extensive tax knowledge and experience conducting audits and compliance reviews, investigating both civil and criminal fraud, preparing individual, corporate and partnership returns, and providing litigation support services to Internal Revenue Service (IRS) District Counsel and Criminal Investigation Division.

Prior to launching the accounting and tax practice, Ms. Jacobs worked for IRS, where she held various management and technical positions in the Examination Division, subsequent to her career as an Internal Revenue Agent. She was consistently awarded U. S. Treasury Department's recognition for Distinguished or Outstanding performance.

HIGHLIGHTS OF PROFESSIONAL EXPERIENCE

• Services clients' comprehensive tax planning and preparation needs ranging from individual tax returns to medium sized businesses, including partnerships, C-Corps and S-Corps, multiple state and local taxing authorities, payroll taxes, sales and use taxes, and privilege taxes to ensure compliance balanced with maximum tax benefit.

• Conducts forensic examinations to identify misappropriation or concealment of assets and provides litigation support.

• Delivers family-based accounting and tax advisory services focused on unique client issues and opportunities that may exist. Issues include: filing status, dependents, education credits, child care credit, child tax credit, kiddie tax, earned income credit, IRAs, employment of family members, and tax planning to secure permanent tax savings or deferral of income tax through strategic application of accounting methods.

• Facilitates and coordinates tax preparation for several married, but separated clients, to maximize tax savings based on qualified filing status, dependents, and tax credits available to both parties jointly and/or individually.

• Sound knowledge and expertise with client relocations including multi-state returns,local returns, and sale and purchase of residence(s).

• Knowledgeable in various computer software programs with excellent skills in accounting programs and tax research.

• Counseled executives on responses to media inquiries and on management of critical and potentially volatile tax issues.

• Developed significant criminal tax evasion cases, successfully prosecuted, utilizing indirect methods to reconstruct books and records, i.e., source and application of funds, consumption methods, bank deposit analyses, third party contacts, and other investigative techniques identifying unreported income based on diversion of funds by high profile professionals including an attorney, physician, optometrist, and a sophisticated automobile rollback and "chop shop" conspiracy

• Cooperating agent for Criminal Investigation Division on an extensive Grand Jury investigation of more than fifteen subjects associated with a multi-state crime network. Ms. Jacobs generated this investigation based on the audit of one individual. The investigation led to a multi-state, multi-agency case including FBI and Pennsylvania Bureau of Criminal Investigation.

• Designed flow charts and other visual aids tracing cash through use of conduits to enhance jury appeal and simplify understanding. Ms. Jacobs possesses excellent skills in analyzing interpreting, summarizing and presenting complex issues and data.

• Prepared numerous detailed analyses of income and expenses through source and application of funds supported by in-depth bank deposit analyses to reflect and identify discrepancies, errors and omissions.

• Audited books and records to tax returns of individuals, corporations, partnerships, 1120S, fiduciary and employment tax returns to ensure compliance.

• Reconstructed books and records for non-compliant taxpayers to prepare delinquent tax returns or substitutes for returns when taxpayers failed to voluntarily comply.

• Utilized equitable methods to ensure fairness to all taxpayers.
